Important Update Regarding Benefit Premiums

During the 2026 NM Legislative session, HB 47 was passed and signed by the Governor. Effective July 1, 2026, the cost-share for voluntary medical, dental, and vision plan premium rates will be 80% APS and 20% enrolled employees. This means APS will pay 80% of the premium, and employees will pay 20% of the premium, regardless of each benefits-eligible employee's annual salary. As of July 1, 2026, there will be only one premium rate for each medical, dental, and vision plan. Please visit the new rate pages effective July 1, 2026.

 

Form 1095-C NO LONGER REQUIRED

In December 2024, federal legislation was signed that provided some updates to the Affordable Care Act. Among the updates, Form 1095-C is NO LONGER REQUIRED to be submitted with your federal tax filing. The update changed reporting requirements to reduce unnecessary paperwork for individuals and employers.

Under these updated rules, employers and health plans are no longer required to automatically provide Form 1095-C to all members.  

However, you may still request this document if you feel you need it. Once your request is received via one of the following methods, your Form 1095-C will be provided within 30 days. We strongly recommend that you submit your request to the email address below to have that documentation trail.

For Employees Planning to Retire This Year

  • Based on New Mexico Educational Retirement Board guidelines, employees who are working through the end of their current contract are considered July 1 retirees. Anyone planning to work a Summer School assignment will be an August 1 retiree.  
  • Please submit your retirement application and packet to the APS Employee Benefits Office 60-90 days prior to your retirement date. 
  • Packets will not be accepted more than 90 days before your selected retirement date, with only one exception: July 1 and August 1 retirement packets will be accepted as early as March 1, but will not be processed until April 1 (at the 90-day mark).

Transparency in Coverage Rule: Machine-Readable Files

The links below lead to machine-readable files that are made available in response to the federal Transparency in Coverage Rule. These files include negotiated service rates and out-of-network allowed amounts between health plans and healthcare providers. The machine-readable files are formatted to allow researchers, regulators, and application developers to more easily access and analyze data. Some of the files are compressed using .gzip format, which may require a tool for opening.
