School Improvement Project - SIP

The School Improvement Project or SIP fund was established to provide schools with discretionary monies for capital projects unique to each school and not identified in the APS Capital Master Plan.  The source of SIP funds is the HB 33 Mill Levy approved by voters.

Capital Purchase Definition

The Public School Buildings Act authorizes school districts within the State to impose, upon favorable vote of its citizenry, a property tax for Capital Projects (Purchases). A capital purchase is an asset with a life of more than 5 years, such as the following:
  • Erect public school buildings
  • Remodel public school buildings
  • Construct additions to public school buildings
  • Purchase or make improvements to school grounds
  • Provide equipment for or furnish school buildings
The SIP Fund cannot be used for recurring costs, supplies, and consumables. The SIP fund may be used for technology purchases, but should not be used until all other sources of technology funds are expended.
