Multi-Layered System of Supports (MLSS)

The Multi-Layered (Tiered) System of Supports (MLSS) is a framework for school personnel to support all students by delivering layered whole-child interventions based on data-driven and data-informed student needs.

About Multi-Layered System of Supports (MLSS)

MLSS is the acronym for Multi-Layered System of Supports and replaced RTI (Response to Intervention) in New Mexico. Nationally, MLSS is also called MTSS (Multi-Tiered System of Supports) under ESSA, which is why you might hear the terms “Tiers” and “Layers” used interchangeably: MT(L)SS. MLSS is focused on providing rapid response to all students’ academic, behavioral and social-emotional needs through multiple layers of support and evidence-based intervention.

MLSS is a more holistic and proactive approach than the previous RTI. This empowers teachers to use their professional judgement and make data-informed decisions (using multiple measures) regarding the level of support students in their classrooms need. Decisions regarding layered interventions are made by teacher teams, classroom teachers, and support personnel closest to the students.

MLSS model provides support and appropriate interventions to all students regardless of referral to the SAT (Student Assistance Team), and regardless ofspecial education, gifted determination or potential determination. MLSS allows teachers and health and wellness staff to intervene quickly when students are struggling academically or behaviorally by providing immediate support to those students in an educational crisis.

Implementation

All schools moved towards full implementation during the 21-22 SY (Procedural Directive PJ44 Student Intervention Guidelines) and will continue refining and building capacity in MLSS practices in subsequent years. APS is working through a multi-year plan to ensure sustainability. Professional development opportunities and resources for schools and teachers will be offered throughout the year. The Synergy MTSS module streamlines documentation for teachers to better monitor student interventions, progress, referrals, and outcomes.

Schools

  • Complete MLSS School-Self Assessment to determine greatest need and priority for MLSS.
  • Identify Layer 2 and Layer 3 school supports.
  • Provide monthly collaboration for MLSS Teacher Teams.

Teachers

  • Provide high-quality Layer 1 instruction and Layer 2 and 3 supports, as needed, with fit and fidelity.
  • Utilize Synergy MTSS module to document student interventions and referrals to SAT.
  • Actively participate in teacher collaboration and ensure communication with families.
