HE Labor Relations - July 2024 Revision

This policy will be cited as the "Albuquerque Public Schools Labor Relations Policy."
It is the policy in this district to:
- allow employees to organize and bargain collectively with the Board of Education
- promote harmonious and cooperative relationships between these parties
- protect the rights of employees who do not desire representation consistent with New Mexico law
- protect the public interest by assuring at all times, the orderly and uninterrupted operations and functions of the Albuquerque Public Schools
Nothing contained in this policy shall be construed to limit, impair, or affect the right of any employee to express a view or grievance, complaint, or opinion on any matter related to the conditions or terms of employment, so long as the same does not interfere with the full, faithful, and proper performance of the employee’s duties.
The district’s labor practices and policy are more fully set forth in the Albuquerque Public Schools Labor Management Relations Resolution Relating to Collective Bargaining for the Albuquerque Public Schools, Providing Rights, Responsibilities and Conditions of Continue Existence and Transfer of Authority Upon Termination of Local Board (“APS Labor Management Relations Resolution”), which was approved and adopted on December 16, 2020. The APS Labor Management Relations Resolution is, therefore, incorporated herein by reference.
