BG Board of Education Policy Development, Adoption, Revision and Revocation - July 2024 Revision

The Board of Education shall create and adopt policy for Albuquerque Public Schools in accordance with applicable state law and regulation. The Board of Education may develop, review and revise any policy established by the Board of Education through a majority vote of the Board of Education members. The Board of Education may suspend or revoke any policy established by the Board of Education that is not specifically prescribed by federal or state statute through a majority vote of the Board of Education members.

To ensure that policies are well examined before final action, the Board of Education shall adhere to the following sequence in considering and adopting proposed new policies or policy amendments. Some policies may not need to follow this sequence because they are administrative in nature; this decision will be made at the discretion of the chair. For all other policies, this is the meeting sequence:  

  1. First meeting - The proposal shall be presented to the Policy Committee for first reading, along with any objectives or rationale for the proposed policy, as an information item and shall be made available for public review for thirty (30) days or until the next regularly scheduled Policy Committee meeting. A public comment period shall be held during first reading to provide an opportunity for formal public feedback to inform potential changes to the policy proposal prior to second reading of the policy.
  1. Second meeting - The proposal shall be presented to the Policy Committee for a second reading as an action item. During discussion of the policy proposal, the views of the public and staff shall be considered. Amendments to the policy proposal may be introduced and acted upon. An amendment shall not require that the policy go through an additional reading unless the Policy Committee determines that the amendment needs further study and that an additional reading would be desirable. The Policy Committee shall make a recommendation regarding the proposed policy, which shall be presented at the next scheduled Board of Education meeting
  1. Third meeting – The policy, along with the recommendations of the Policy Committee, shall be presented to the Board of Education for consideration and adoption. Amendments may be adopted by the Board of Education. Any final amendment made by the board shall not require that the policy go through an additional reading unless the Board of Education determines that the amendment needs further study and that an additional reading would be desirable.

The superintendent shall implement Board of Education policy through administrative procedural directive(s) with the exception of School Board Governance and Operations Procedural Directives.
