Student leader concludes term on APS Education Foundation, helped secure PSAT funding for New Mexico juniors.

Valley High School Senior Isaac Garcia is graduating this spring with a unique addition to his resume: experience serving on the board of directors of a non-profit, where he dedicated his service to advocating for educational equity. He will attend the University this fall.

Garcia’s time on the Albuquerque Public Schools Education Foundation was marked by a commitment to ensuring student voices were heard in critical decision-making processes. Among his notable contributions was the coordination of a Foundation meet-and-greet event at his school, which served to connect peers and faculty with the Foundation’s mission.

Beyond local engagement, Garcia made significant strides in policy advocacy. During an internship with the Senate State Finance Board, he played a role in the efforts surrounding the passage of House Bill 142 in 2024. This legislation secured funding for New Mexico juniors to take the PSAT at no cost, broadening access to merit scholarships across New Mexico.

Shannon Barnhill, executive director of the APS Education Foundation, praised Garcia’s contributions and his ability to represent his peers.

"Isaac has been a passionate advocate for student voice and educational equity throughout his service on the APS Foundation Board," Barnhill said. "His voice and commitment to action helped ensure students felt represented and heard in important Foundation decisions."

Garcia was part of a cohort of student board members who collectively helped guide the Student Choice Grant process, awarding $10,000 to programs benefiting more than 1,000 students. He will attend UNM this fall as a Foundation scholarship recipient, continuing his pursuit of public service.
