APS Employees Get 6-14% Raises

All negotiated agreements have been approved by the Board of Education.

The New Mexico Legislature mandated that all public school employees get a minimum 6 percent raise in the fiscal year 2020.

Also, the state-mandated increases in the 3-tiered Licensure System for teachers:

  • The annual starting pay for teachers increased from $36,000 to $41,000
  • The annual minimum salary for Level 2 teachers increased from $40,000 to $50,000
  • The annual minimum salary for the district’s Level 3 teachers increased from $50,000 and $60,000. 

And, APS and the Albuquerque Teachers Federation negotiated a minimum raise for experienced educators of 7 percent.

As a result, APS teachers on average saw an 11 percent pay increase:

  •  Nearly 2,900 teachers received a raise of between 13-14 percent
  • More than 2,600 received a raise of between 10-13 percent
  • About 1,200 received a raise of between 7-10 percent
  • Fewer than 50 teachers received a raise of 7 percent. 

ATF and APS also agreed to increase the minimum salaries of all other licensed staff members represented by the union to match that of teachers. This includes counselors, social workers, nurses, interpreters, special education therapists, and audiologists.

In addition to teachers and licensed staff, APS employees who saw increases of more than 6 percent include:

  • Principals, whose salaries as mandated by the state had to be adjusted to meet new required minimums times a responsibility factor (for example, high school principals have a greater responsibility factor than elementary school principals, so they earn a higher salary.)
  • Police dispatchers and campus security aides who received a 14 percent raise (about a dollar an hour). 
  • Secretaries who received a 10 percent raise (about a dollar an hour).

Price Tag

  • The cost of raises for teachers and other employees represented by ATF as well as principals: $49 million (about 7,000 employees)
  • The cost of raises for other employees including custodians, secretaries, police officers, M&O workers, educational assistants:  $5.3 million (about 3,000 employees)
  • The cost of raises for non-school administrative staff including professional, clerical and technical: $1.6 million (about 500 employees)

Raises are for the 2019-2020 school year.

After years of deep cuts to public education, Albuquerque Public Schools wishes to thank the New Mexico Legislature and Gov. Lujan Grisham for approving pay raises for its hard-working employees. These are the largest raises APS employees have seen in over a decade. There were several years in which salaries weren't increased at all or were increased by very small percentages only to be offset by increases to health care premiums and retirement fund contributions.
