FB1 Coordinated Growth Strategy

The Board of Education of the Albuquerque Public Schools recognizes the necessity and benefit of collaborating, coordinating and cooperating with the planning departments of the City of Albuquerque and Bernalillo County, and all municipal/tribal entities located within its district/service area. This collaboration will as much as possible be incorporated into APS planning processes and codified through binding joint use agreements between APS and all its municipal/tribal entities.

The Board of Education further recognizes that having fund sources, , such as, developer and homebuilder facilities fees in addition to ad valorem property taxes, to help defray the construction cost of new schools and facilities and major renovation or expansion of existing facilities will be beneficial to the Albuquerque Public School district.

In the event that facilities fees are allowed, and/or collected by the City of Albuquerque and Bernalillo County, the superintendent, or his/her designee, shall establish a procedural directive that shall include setting the amount of the facilities fees and coordinating efforts within Albuquerque Public Schools to collect all such fees in a timely and efficient manner.

The superintendent, through the Capital Master Plan Department, shall keep abreast of student population increases and projected residential construction projects in the district through ongoing technical analysis that will account for local/regional development activity by the construction industry and its trade associations. This process will also entail maintaining the school district’s participation/involvement in the development review process (zoning and comprehensive plan approval) by the City of Albuquerque, Bernalillo County, Sandoval County and all other municipal governments/tribal entities within the Albuquerque Public Schools district/service area.  This demographic and construction activity analysis will be a primary source when planning, locating, timing, and constructing future Albuquerque Public Schools facilities.
