Albuquerque Public Schools
A District and Community Relations Committee Meeting of the Board of Education of Albuquerque Public Schools was held Tuesday, August 23, 2011, beginning at 5:00 p.m. in the DeLayo-Martin Community Room, Alice and Bruce King Educational Complex, 6400 Uptown NE.
I. Call to Order
The meeting was called to order at 5:02 p.m.
A. Roll Call
Present: Martin Esquivel, Lorenzo Garcia, Kathy Korte, Analee Maestas, David Peercy and David Robbins
Absent: Paula Maes
B. Adoption of the August 23, 2011, Agenda and the Approval of the June 28, 2011 Minutes (Discussion/Action)
Kathy Korte motioned for adoption of the agenda and approval of the minutes. Analee Maestas seconded the motion. Board members unanimously adopted of the August 23, 2011, agenda and the approved the June 28, 2011 minutes.
II. The G.U.A.R.D.D.O.G.S. (Giving United Assistance & Reflecting Devotion by Dads Over Grounds Security) presentation (Discussion)
Ken Bowie, APS G.U.A.R.D.D.O.G.S director, reviewed the Marie Hughes Elementary School G.U.A.R.D.D.O.G.S hand book and program, which included the history, focus, regulations, success stories and members of the innovative program focused on safety, educational assistance and family engagement based on the
WATCH D.O.G.S., a program of the National Center for Fathering.
Board members discussed concerns for serious issues at the school level, such as adults using the student’s bathrooms, inebriated drivers and verbal assaults on teachers. Gratitude was expressed for all the work done by the G.U.A.R.D.D.O.G.S.
III. Parent Engagement Policy Update- (Discussion)
Diego Gallegos, superintendent for School/Community Support reviewed the parent developed family engagement plan.
Board members discussed the necessity to focus and coordinate parent and community interactions, the importance to respect the work and dedication of community members working on the plan, the process of implementation of the current and future policies, consistent use of security procedures, documentation and understanding of current programs.
IV. Baseline on District Parent Engagement (Discussion)
Linda Sink, chief academic officer, reviewed parent involvement in Title I policy and procedures. A summary of examples of parent participation that is tied to EPSS was provided to the board members
Board members reviewed the listing of school accounts and requested clarification on decisions about the funding. Concerned was expressed about the organizational structure of all of the programs and success rates, which programs will be added, or discontinued, how will changes be decided, workload and responsibilities of teachers and parents, how can the value of the programs be enhanced and inequity of interactions between schools, parents, teachers and principals.
Teresa Brito-Asenap, director of School/Community Partnerships, reviewed the draft of the district family engagement-partnership and support activities document.
V. ABC Community Partnership Update - (Discussion)
Diego D. Gallegos, assistant superintendent for School/Community Support, reviewed the current program
including resources for pre-school children and support for healthy families. The ABC Community Schools Partnership has been asked by the
Kellogg Foundation to submit a budget to fund the first four ABC sponsored community school sites, Helen Cordero Primary School, La Mesa Elementary School, Manzano Mesa Elementary School, and Pajarito Elementary School!. This request comes at a time that the ABC Community Schools Partnerships is working on clarifying their commitments, their roles as partners in the Partnerships and as service providers to schools and families. The Partnership is also examining its voting membership, including determining how to include community members/community based organizations as voting members. The Partnership has approved that a hiring process for a permanent Executive Director begin.
The ABC Community Schools Partnership currently has two Kellogg Foundation funded initiatives, Linkages and Success by 8, both planning grants that are assisting the Partnership in preparing for the implementation of Community Schools, including increasing the capacity of the Partnership.
VI. Announcement of Next District & Community Relations Committee Meeting
Chairman Garcia announced that the next District & Community Relations Committee meeting is scheduled for Tuesday, September 27, 2011, at 5:00 p.m. at the Alice and Bruce King Educational Complex in the DeLayo-Martin Community Room.
