Important Notice About Upcoming Meetings
Board of Education meetings will be hybrid meetings with community members and public forum speakers having a choice to attend in person at the John Milne Community Board Room or by accessing the meeting link at on the board meeting calendar. Presenters and recognition guests will attend virtually.
Public forum, either virtual or in person, is a part of the Board of Education meetings on the first and third Wednesdays of the month. Regardless if public forum speakers attend in person or virtually, all speakers must sign up for public forum on the APS website the day of the meeting and before the start of the meeting. Please be sure to visit the APS website to check the agenda.
You can participate in the work of the Board of Education by:
- Signing up to speak at a virtual and in-person public forum
- Watching the live stream of upcoming board meetings.
- Emailing input, comments, and questions to board members at boarded@aps.edu, or calling board members at 505-880-3729.
Closed captioning will continue to be provided in English for Board of Education Zoom meetings live-streamed to YouTube.

Minutes of Special Board of Education Meeting
Albuquerque Public Schools
A Special Board of Education meeting of Albuquerque Public Schools was held Friday, March 14, 2014, beginning at 7:30 a.m., in the DeLayo Martin Community Room, Alice and Bruce King Educational Complex, 6400 Uptown Blvd. NE.
I. Call to Order
The meeting was called to order at 7:30 a.m.
- A. Roll Call
Present: Dr. Analee Maestas, Kathy Korte (by phone), Lorenzo Garcia, Martin Esquivel (by phone), Steven Michael Quezada (by phone), Dr. Don Duran and Dr. David Peercy
- B. Adoption of the March 14, 2014, Special Board of Education Meeting Agenda and Approval of the March 5, 2014, Board of Education Meeting Minutes (Discussion/Action)
Mr. Garcia motioned for agenda adoption and the approval of the minutes. Dr. Maestas seconded the motion. Board members unanimously adopted the March 14, 2014, Special Board of Education meeting agenda and approved the March 5, 2014, Board of Education meeting minutes.
II. Special Issues
A. Presentation of FY14 Strategic Budget Outlook, Including Legislation Impacting the Budget, and Update on Community Budget Meetings (Discussion)
Don Moya, chief financial officer; Ruben Hendrickson, deputy chief financial officer; and Carrie Robin Menapace, policy analyst and legislative liaison reviewed the legislation that passed during the 2014 session that affects the budget, some of the line item vetoes and information from the community meetings to review APS budgeting.
Issues discussed regarding this agenda item included:
- Home school student status based on the number of credit hours enrolled in some classes at APS schools
- Request for information on changes to physical education (P.E.) credits
- Implementation of legislation passed during the 2014 session will be presented at the next board meeting
- Legislation to support at-risk populations
- Concern about political posturing and manipulation
- Concern about the New Mexico Public Education Department (NMPED) demanding compliance for participation in an upcoming news conference by reading a speech written by NMPED regarding program success
- Concern about compliance with unfunded state mandates
- Request information on the number and location of at-risk kindergarten through third grade students in the APS district
- Concern about the size of classes in relation to student achievement
- Concern about funding staffing to implement testing and not having funding to cover students’ basic needs
- Concern regarding factors comprising teachers’ evaluations
II. Consideration for Approval to Convene in Executive Session Pursuant to the Open Meetings Act NMSA 1978 (§ 10-15-1 (H)(5)) for the Purpose of Discussing Collective Bargaining Strategy Prior to Negotiations Between APS and the Unions Representing APS Employees and Pursuant to NMSA 1978, ‘(§ 10-15-1 (H) (2)) for the Purpose of Discussing a “Limited Personnel Matter” of an Individual Public Employee (Action)
Ms. Korte motioned to convene in executive session, and Dr. Maestas seconded the motion. The roll-call vote resulted in unanimous agreement to convene in executive session for the purpose of discussing collective bargaining strategy prior to negotiations between APS and the unions representing APS employees and for the purpose of discussing a “limited personnel matter” of an individual public employee.
IV. Reconvene
The meeting reconvened in open session at 8:45 a.m.
V. Statement of Closure
Dr. Peercy stated that the APS Board of Education met in executive session on March 14, 2014, to discuss collective bargaining strategy prior to negotiations between APS and the unions representing APS employees and a “limited personnel matter” of an individual public employee. The matters discussed in the executive session were limited only to those specified.

VIII. Announcement of Upcoming Board Meetings
Dr. Peercy announced that the next Board of Education meeting will be held on Wednesday, March 19, 2014, at 5:00 p.m., in the John Milne Community Board Room and the next Special Board of Education meeting will be held on Friday, March 28, 2014, at 7:30 a.m., in the DeLayo Martin Community Room.
IX. Adjournment
The meeting adjourned at 8:50 a.m.
