Minutes of the Capital Outlay, Property and Technology Committee

November 6,  2012

A Capital Outlay, Property and Technology (COPT) Committee meeting of the Albuquerque Public Schools Board of Education was held at 5:00 p.m., Tuesday, November 6, 2012, in the Alice and Bruce King Educational Complex, Delayo Martin Conference Room, 6400 Uptown Blvd., NE.  Committee members present were:   David Robbins, Lorenzo Garcia, Paula Maes, Dr. David Peercy; and by phone Martin Esquivel and Dr. Analee Maestas, who arrived later in the meeting., .  Absent was Kathy Korte.

  1. I. Call to Order

 

  1. II. David Robbins called the meeting to order at 5:02 p.m.  Lorenzo Garcia called a motion for the approval of the October 2, 2012 minutes, and adoption of the November 6, 2012,  Agenda,  Dr. David Peercy seconded with the correction of his non-attendance at the October 2COPT meeting.  Motion Carried (5-0)

 

  1. III. Consideration for the Approval of Authorization to Grant the ABCWUA a Permanent Public Water Meter Vault Easement for Water Line Improvements within tract A, Hodgin Elementary School, which is commonly known as Hodgin Elementary School (“Hodgin ES”)  (Discussion/Action) Marty Eckert requested approval of Water Line Improvements. Paula Maes made a motion for approval of the Permanent Public Water Line Meter Vault Easement Improvements, Lorenzo Garcia seconded.

Motion Carried (5-0)

Items IV through VI were grouped together for action. Paula Maes made a motion for approval of Items IV through VI. David Peercy seconded. Items IV through VI were approved (5-0)

Consideration for the Approval of Authorization to Grant the ABCWUA a Permanent Public Water Meter Vault Easement for Water Line Improvements within the Board of Education Tract as the same Tract is shown on the plat of the Douglas MacArthur Subdivision, which is one of several tracts of land that comprise the APS property which is commonly known as (“Douglas MacArthur ES”) (Discussion/Action) Marty Eckert requested approval of the Water Line Improvements.
  2. VII. Consideration for the Approval of the Architect Selection for Architectural Services RFP# 13-007MMSL at McKinley Middle School (Discussion/Action) Karen Alarid requested approval of NCA Architects for the design of 12 classrooms comprising 10 special program classrooms, one lab, one art classroom, ancillary office and storage spaces.  David Peercy requested to see bid scoring for future project Architects selected.   Paula Maes made a motion for approval of the project Lorenzo Garcia seconded.  Motion Carried (5-0)

 

  1. VIII. Consideration for the Approval of the Qualifications Based Proposal and Bid for the Sandia High School Science/Math Classroom Building and Library(Discussion/Action) Karen Alarid requested approval of the Qualifications Based Proposal and Bid submitted by HB Construction Inc.,   A discussion regarding scoring of projects was held, and a request was made to include close-out prices of projects.   This was due to ranking of high bids being awarded projects.  Karen Alarid explained that contractors who provided safety first, completed projects on time, and included extras, and help to keep cost down are ranked higher than those who don’t. Paula Maes made a motion for approval and Lorenzo GarciaSeconded. Motion Carried (5-0).

 

  1. IX. David Robbins adjourned the Capital Outlay, Property and Technology Committee meeting at 5:30 p.m., and announced that the next Capital Outlay, Property and Technology Committee meeting will be Tuesday, December 4, 2012, in the DeLayo Martin Community Room at 5:00 p.m.
