Important Notice About Upcoming Meetings

In light of the Public Health Order due to the Covid-19 virus, APS is taking extra precautions with necessary meetings.  Effective April 7, 2021, Board of Education members will participate in the board meetings in person.  Meeting participants, including presenters, recognition guests, public forum speakers, and the public will continue to attend meetings virtually.  The agenda items will be kept to urgent business or those items needing approval to conduct district business.

A Special Board meeting of the Board of Education of Albuquerque Public Schools was
held Wednesday, February 22, 20 J 2, beginning at 5:00 p.m., in the John Milne Community
Board Room, Alice and Bruce King Educational Complex, 6400 Uptown NE.
I. Call to Order
The meeting was called to order at 5:00 p.m.
A. Roll Call
Present: Analee Maestas, Kathy Korte, Lorenzo Garcia, Marty Esquivel. Paula
Maes, David Robbins and David Peercy
B. Adoption of the February 22, 20 J 2, Special Meeting Agenda
(Discussion/Action)
Analee Maestas motioned to adopt the agenda. David Robbins seconded the
motion. Board members adopted the February 23, 20 I 2, Special Board of Education meeting
agenda with Lorenzo Garcia opposed to the agenda because the agenda did not include
public forum as an agenda item.
II. Redistricting (Discussion/Action)
Members of the APS Board of Education will reconsider the map that was initially
approved on January 23. Members will submit suggestions based on additional community
input. Those suggested maps then will be posted on the website. The board is scheduled to
consider the new recommendations at its regular board meeting on Wednesday, March 7.
The map that was approved on January 23 and under consideration for modification is
available on the APS website
President Maes stated that on January 23, 2012, the APS Board of Education approved
Redistricting Plan F-/ , which is now renamed APS 20 13. Members of the community and
members of the APS board have requested that the Board of Education revisit its decision.
She reminded the public that APS board members have the authority to approve the map.
Recognition was made that west side communities define the Rio Grande as the east
boundary of the west side districts, which means that the West Side is entitled to 2.6 districts
based on population.
The requested action of board members is to consider keeping the redistricting map
approved by the Board of Education on January 23, 20 J 2, or make a decision to look at
additional map concepts. Analee Maestas motioned to rescind map F-/ lAPS 20/3) and
consider other maps. David Peercy seconded the motion. Paula Maes requested a roll call
vote, which resulted in board members unanimously agreeing to rescind the map F- J lAPS
2013) and consider other maps.
Board members discussed the following:
• Support for community participation and resulting input should be reconsidered in
deciding on the map
• Request to post all maps for consideration on the website and gather community input
for at least a week before board members are asked to vote
• Board members review Issues and vote based on what is best for the students, not
whether they are east or west side issues
• Support from the community is requested for the issues that really impact students,
such as assisting to teach reading or math
• Request to consider not dividing communities of interests with district boundary lines
• Request for board members to submit suggestions for changes to maps as soon as
possible, but no later than Monday, February 27, to allow Research & Polling Inc. time
to create maps
• Community members will be able to review the maps suggested by board members
on the APS website from February 29 to March 7
• Board members invited community members to give input by contacting the Board
Services Office or board members directly
• Request for meeting when this decision is made to have this item as the only item on
the agenda
• Request for Board of Education meeting on March 7, to include consideration for
approval of one of the draft maps posted on the website and to have public forum
III. Adjournment
The meeting adjourned at 5:30 p.rn.
