403(b) Tax Sheltered Annuity Plan

403(b) Tax Sheltered Annuity Plan

A 403(b) Plan is a tax-deferred, voluntary retirement savings plan permitted by Section 403(b) of the Internal Revenue Code.  This Code Section allows those employed by certain employers to participate in a tax-deferred retirement savings plan/tax-sheltered annuity (TSA).  The IRS defines 403(b) qualified employers to include public school systems.

Active APS employees are eligible to make voluntary retirement plan contributions to the 403(b) Plan through payroll deduction.  The minimum contribution to the Plan is $180 per year or $7.50 per pay period.  All employees, whether full-time, part-time, on an hourly status, a substitute teacher or a substitute educational assistant are eligible to participate in the 403(b) Plan.   

A third party administrator, TCG Administrators, manages the program for APS.  (TCG Administrators changed their name from JEM Resource Partners in March, 2016.)

To enroll in the 403(b) Plan

If you elect to enroll in the 403(b) Plan, you first need to select an investment fund vendor and complete any necessary paperwork (or on-line or in person enrollment) with that vendor.  The list of investment fund vendors is available on the TCG Administrators website at www.tcgservices.com. TCG Administrators is the administrator for the APS 403(b) Plan.

To locate information about the APS 403(b) Plan:

  • From the home page of the TCG Administrators website, click on "My Account" and then "Plan Information" from the top menu bar
  • Enter the name of your employer (Albuquerque Public Schools) in the search engine
  • Select "Albuquerque Public Schools" and hit "Go"
  • Select "Plan Description", "Forms" or "FAQ's".  (The list of investment vendors is the second item under “Plan Description.)

To set up payroll contributions to your 403(b):

Once you have an account open with your selected investment fund vendor, go to the TCG website:

  • Click on "My Account" and then "Login" from the top menu bar
  • Select "Portal Login" from the Group Retirement Plan Login option
  • Select "New User" from the Welcome screen

Enter the plan password: 

  • albuq403 - to set up a traditional 403(b) plan (pre-tax plan)
  • alb403xR - to set up a Roth 403(b) (after-tax plan)
  • Enter your social security number (without hyphens)
  • Select "Begin"

You will move through three steps:

  • Enter your personal information and hit "Next"
  • Enter your investment election by clicking the arrow next to Employee Deferral
  • Scroll down to your investment fund vendor and enter your contribution amount (per pay period amount) in the white box to the right
  • Check the Authorization box at the bottom of the screen
  • Click "Next"
  • Confirm that all information is correct, including your investment fund vendor name and your per pay-period investment amount, then click "submit"

You may also set up payroll contributions by calling TCG Administrators at (800) 943-9179.

You may enroll in the 403(b) Plan at any time during the year and your contributions will start with the first paycheck of the month following the date APS receives notification of your enrollment.  (TCG Administrators will notify APS once you enroll.)  Winter break and summer payroll schedules and deadlines can impact the contribution start date.

Please note that contributions for the 403(b) Plan are taken out of two paychecks per month.  There are no contributions deducted from the third paycheck of any month.

To make a change to your existing 403(b) Plan

TCG Administrators is the administrator for the APS 403(b) plan.  (Their name changed from JEM Resource Partners to TCG Administrators in March, 2016.)  Their website is www.tcgservices.com  and phone number is (800) 943-9179.

You will notify TCG Administrators to change the amount of your 403(b) contribution, and they will notify APS of the new amount.  You will also notify them if you wish to change investment fund vendors.  To make the change using the TCG website:

  • Click on "My Account" and then "Login" from the top menu bar
  • Select "Portal Login" from the Group Retirement Plan Login option
  • Select "New User" from the Welcome screen

Enter the plan password:

  • albuq403 - for a traditional 403(b) plan (pre-tax plan)
  • alb403xR - for a Roth 403(b) (after-tax plan)
  • Enter your social security number (without hyphens)
  • Select "Begin"

To stop contributions to your 403(b) Plan

Follow the instructions above for making a change to your existing 403(b) Plan.  When you scroll down to your investment fund vendor and enter your contribution amount, enter $0 in the box.

Contributions will stop after the last paycheck of the month following the date APS receives notification of the change.  (TCG Administrators will notify us of the change.)  Winter break and summer payroll schedules and deadlines can impact the contribution stop date.

To request a distribution, loan or roll-over from your 403(b)

Contact your investment fund vendor and request (or download) the paperwork you need to complete for them.  Complete and sign that paperwork.

  • TCG Administrators is the administrator for the APS 403(b) plan.  (Their name changed from JEM Resource Partners to TCG Administrators in March, 2016.)
  • To request a distribution or roll-over from your 403(b) plan, you will need to complete the TCG Distribution Form in addition to your investment fund vendor form. (The TCG form is available on the TCG website at www.tcgservices.com.  Their phone number is (800) 943-9179.

Complete the TCG Administrators form:

  • Section A - Your name, date of birth, Social Security Number and contact information; APS is the employer to which the request applies.
  • Section B - The reason for your request. (Select just one reason)
  • Section C - This applies to the investment fund where you currently have your funds:  The fund name, your account number with them, and their contact information.
  • If your investment fund requires original signatures, that will be indicated on their forms.
  • Most investment funds require that their paperwork be signed.  The authorized signatory for Albuquerque Public Schools is TCG Administrators.
  • If you want TCG to send you a copy of the signed form (or if your financial advisor wants a copy), indicate that on the form and include the address or fax number for the copy to be sent.  (If you request a copy, realize that you will receive a copy of exactly what you submitted to TCG, it will just be signed.)
  • Section D - Your signature and the date
  • TCG requires a copy of your most recent account statement from your investment fund; this request is included in the important instructions on the second page of the TCG Distribution Form.
  • Fax or mail your investment fund paperwork, the TCG Administrators Distribution Form, and any required supporting documentation (refer to second page of the TCG form) to TCG Administrators.  The address and fax number for TCG Administrators is on the distribution form; they are located in Austin, Texas.
  • There is a Fax Cover Sheet that you can download from the TCG Administrators website if you will be faxing your request.
  • Questions about IRS regulations regarding when you can take a distribution or make a roll-over should be discussed with your investment fund vendor or TCG Administrators.
