Medicaid Billing Operations is the MSBS program that allows APS and other participating school districts to bill the federal Medicaid system for services provided in the school setting to Special Education students who are Medicaid eligible and have an Individualized Education Plan (IEP) or Individualized Family Services Plan (IFSP).

Medicaid School-Based Services staff promote wellness, serve as liaison with local health community agencies, and provide resource materials, training, and information to school staff regarding Medicaid billing procedures and guidelines.

  • Mental Health Services

  • Nutritional Assessments and Counseling
  • Transportation (for program-related services)

Will my child’s participation in the MSBS Program impact my family’s Medicaid benefits?
No, your child’s participation in the MSBS Program will not impact your family’s Medicaid services, funds, or limits.

What do I have to do to make sure my child’s services are eligible for partial reimbursement through the MSBS Program?
To make sure the district can benefit from the APS-MSBS Program, you must give informed written consent allowing the district permission to provide services and bill Medicaid for the services.

The consent form is usually presented to parents at the IEP/IFSP meeting. Be sure to have your child’s special education teacher or special education representative review your rights regarding the consent form.

The consent form ensures that:

  • You are fully informed about the APS-MSBS program.
  • You give consent for your child’s IEP/IFSP information to be given to your primary care physician.
  • You give permission to the district to submit timely claims for reimbursement.
  • You understand that your consent is voluntary and you can withdraw your consent.

Is there a cost to the MSBS Program?
No, there is no cost to families for IEP/IFSP services provided by APS.
