This handbook has been put together to help answer some of your questions about Chelwood Elementary.  We are proud of the things our school has accomplished in the past and look forward to the challenges that lie ahead in the future.

Chelwood first opened its doors during November of 1967.  The school at one point had over 1,200 students, but currently has an enrollment of 520.  Academically, Chelwood has very strong teachers who really care about the success of the students.   We also encourage you to work with your child at home.  Please go over the daily work and follow up as necessary.  A nightly reading program is highly encouraged and will greatly enhance your child's abilities.

One of our major focuses at Chelwood is basic respect and manners.   The School staff will be modeling what we expect from the students and we will be expecting the students to follow.  We have high standards for the students, but we feel this is an essential key to having a positive school.  We hope that the parents will also support us by having high expectations at home.  We must work together as a team.

The PFO at Chelwood works hard during the year and does a wonderful job of supporting the school.  They are always seeking additional volunteers and would be glad to find a place for you.

MANZANO CLUSTER SCHOOLS
 Student Dress Code


The Manzano High School Cluster dress code, developed by a committee of parents, students and teachers during the spring of 1997, provides a framework for maintaining a safe and positive school climate.  Having a unified dress code benefits the transition of students from one level to another.  These standards provide assistance for making appropriate personal choices that are acceptable for the students attending one of the twelve schools that feed to Manzano High School.  We believe the guidelines provided accommodate a wide range of clothing styles and personal taste.
Considerations and consequences may vary according to grade level.  Consequences vary but may include using clothing bank attire to change, being sent home to change, or being required to tuck in a shirt tail.  If the staff or administration feels the clothing or accessory to be disruptive, unsafe or unhealthy, students will not be able to appear with that item on campus.  These item/items will be confiscated and may be returned to a parent by appointment with administration or school security.
Students are expected to be neat, clean appropriately dressed for learning.  Shoes must be worn at all times.  The following items are prohibited:
1) Clothing hairstyles or jewelry that disrupt the educational process, including, but not limited to, excessive body piercing, muscle shirts, white tank undershirts, shredded, off the shoulder, low cut, see through, or minimal clothing, are prohibited.
2) Sagging (pants below the waistline) is unacceptable.  If the shirt is too long to determine if pants sag below the waist, students may be required to tuck in their shirt.
3) All attire should be no shorter than at the point where extended fingers end when the student is standing up straight.  No skin should show between the bottom of the shirt/blouse and the top of the pants/skirt when arms are stretched upward.
4) Clothing, tattoos or accessories which advertise, display or promote any drug (Including tobacco and alcohol), sexual innuendo, violence, weaponry, profanity, hate or bigotry towards any group are unacceptable.
5) Clothing or accessories that display insignias which suggest illicit behaviors, gang affiliation or abuse are not permitted on campus.  Clothing in “uniform colors” or displaying symbolism such as name shirts or memory shirts are not allowed.
6) Headgear of any kind such as hats, bandannas and hair nets sunglasses and gloves are prohibited inside any school facility.  Banned accessories include, but are not limited to, belt loop or chain wallets and key chains, spiked jewelry and extended belts.
7) Physical education students will wear attire specified as appropriate to their enrollment requested by their school site. (High Schools Only)

ATTENDANCE AND ABSENCE

Regular attendance is a must to help your child in his/her schoolwork.  He/she should be encouraged to maintain good attendance and be on time.  However, a sick child should be kept at home, as should a child awaiting a strep culture result.

Should your child become ill at school, you will be contacted regarding the nature of the illness.  Be sure that we have your telephone number.  If you change your phone number, please give us the new number.  We also need the phone number of a relative, neighbor or friend that we could call in case of an emergency should we be unable to reach you.

APS policy requires that any child having ten (10) or more unexcused, or invalid reasons for being absent/tardy or excessive absences/tardies, will be referred to our court liaison officer. The family will then have to go through the Education Neglect Process.

Remember that Elementary School is the place where work habits begin.  Students who have excessive tardies and absences will often continue these habits into the work force as adults.

HOW TO REPORT YOUR CHILD'S ABSENCE

You may leave your students absences on extention 11 24 hour a day.
Report your child's absence by calling 296-5655 ext. 11.  Give your child's name, grade, and teacher's name.  The attendance clerk will record the absences and call the parents of any child not reported.

ARRIVAL TIME

Breakfast is served from 8:00 am - 8:20 am.  (Breakfast will not be served after 8:20 am).  It is important that students are on time, but students who do not eat breakfast at school should not arrive before 8:15 am.   This is for your child's protection as there is no supervision on the playground until that time.  In case of inclement weather, students are to report to the gym.

DISCIPLINE POLICY

The entire staff of Chelwood Elementary School has the goal of establishing an atmosphere in which children feel safe, secure and happy.

In an effort to accomplish this goal, we have developed a school-wide discipline plan.  The plan specifies that students who follow the school rules will receive positive rewards and the students who break the rules will receive negative consequences.

Our school-wide rules are:

1. No fighting.

2. Students must show respect for teachers and one another.

3. Throwing rocks, snowballs, sand, or other dangerous objects is prohibited.

4. Students must stay within the playground boundaries.

5. Students must use school equipment appropriately.

Students who follow these rules will receive a commendation at our nine-week assembly.  They will be given a small treat and an extra recess to thank them for their appropriate behavior.
 

A supervising staff member will give students who do not follow the rules a H.E.L.P. ticket.  We consider these HELP tickets because we hope they will be helping Everyone Learn Positive behavior.  A student will lose a morning recess for each HELP ticket received. If a student accumulates three tickets in a nine-week report card period, a conference with the child, parents, teacher, counselor, and the principal will be held.  At this conference we will look at why the student received the tickets and develop a plan to help the student avoid future tickets.  (If parents do not set up the conference after a reasonable time, the child will be suspended). If the child receives a fourth ticket, he/she will be in time out for the next 5 recesses.  If the student receives a fifth ticket, a one-day in-school suspension will be given and the parents will be notified that any more tickets will result in a one-day suspension at home.

Obviously, some behaviors (such as carrying weapons, malicious destruction of school property, physical abuse of another child, etc....) can result in immediate suspension.

The staff at Chelwood believes that very few children will become involved in the HELP Ticket Discipline sequence.  The principal will visit your child's classroom to discuss the school rules and the consequences if a rule is broken.  Your child's teacher will also be discussing the rules and consequences with your child.  We ask that you go over the rules and consequences with your child again.

STAR SLIPS

We will be continuing the Star Slip program this year.  When an adult notices a student doing something very special, a Star Slip will be awarded.  Upon accumulating 5 Star Slips, the student will be invited to the office for lunch with the Principal.  The student will also receive a certificate and other little awards.

BOOKS

Textbooks and workbooks are furnished for each child.  The child is responsible for the care of the books.  The parents pay for all books, including library books, lost or unreasonably damaged.  The charge will be adjusted to the condition of the book when issued.

FIELD TRIPS

An official permission slip signed by a parent must be in the hands of the teacher before a child may go on a field trip.  The teacher will send these permission slips home a few days in advance of the trip.  If a child forgets his/her permission slip, he/she will not be allowed to call home for it.  Please see that he/she gets it back or they will have to miss the trip.

HOMEWORK

Our homework policy consists of assignments made when the child is in need of additional study or practice in any area of schoolwork or when an assignment ordinarily done at school has not been completed.  In the latter case, the importance of the assignment and the reason for lack of completion are always taken into consideration.  A child who has been burdened with prolonged illness is asked to make up only the most essential assignments, and this is done only after the immediate health of the child has been considered.  Basic skills, Reading, Arithmetic, and Language Arts are taught as a major part of classroom work rather than depending upon homework to achieve them.  Naturally, reading is encouraged on a nightly basis at all grade levels.

PHYSICAL EDUCATION

Please make sure your child/children have safe shoes for activities.  Sneakers/tennis shoes should have a good sole no higher than an inch, and no heel of any type.  Sneakers/tennis shoes must have a back to them.  If students do not wear safe shoes, the consequence will be for them to sit out of PE and after repeated offenses will reflect on their grade.  If students are unable to participate in PE due to sickness or injury a note is needed from either the physician or parent explaining the situation.  If a child has any health condition restricting activity, please let the physical education teacher know.

IDENTIFICATION

We suggest that you sew name labels inside your child's clothing. We also recommend that his/her name be printed on all supplies.  We have many articles found each week and we must be able to ensure their return.

We do maintain a Lost and Found at Chelwood.  Encourage your child to check it regularly for lost items.  Note:  At the end of each month, all lost items are displayed outside the Nurse's office.  All unclaimed items are then taken to the A.P.S. Clothing Bank.  Children and parents are encouraged to check as soon as possible when an item is lost.

CLOTHING BANK

Our P.F.O. is very involved and continues to contribute numerous items of clothing to the APS clothing Bank.

Parents may contribute clothing that their children have outgrown by bringing the clothes to the nurse's office.  Parents are also encouraged to use the Clothing Bank, or encourage needy families to do so.  (Call the school counselor for more information).

CARE OF BUILDING

We at Chelwood take great pride in our school.  We encourage you to discuss with your children the importance of taking care of our buildings, and of reporting any acts of vandalism to you or to the office.

If you see someone suspicious around the school during the evening or on weekends, please call the APS Police Department at 243-7712.

PARENT PICK-UP/END OF SCHOOL DAY

For the safety of all our students, we ask that parents do not drive on the school grounds to pick-up or drop-off students.  Please wait along the curb on Constitution.  All students who ride day-care vans will be dropped off and picked up in the circular drive in front of the Kindergarten Building.

Kindergarten parents may pick-up their children at the classrooms.

Children who walk home need to cross at the southwest corner (Chelwood and Constitution) where there is a crossing guard or on Constitution at the crossing guard.   Please do not call for your children to cross where there is not a designated crosswalk.

CAFETERIA

The cost of a complete lunch is $1.40, milk is $.35, breakfast is $.75.  Your child may pay for his/her lunch daily, weekly, or monthly, whichever is most convenient for you.  Weekly and monthly tickets may be purchased in the cafeteria on Mondays from 7:55 a.m. to 8:25 a.m.

Your child may charge lunch only when he/she has lost his/her money.  (Limit of three (3) consecutive charges is the A.P.S. policy).  Money borrowed from the cafeteria must be repaid the following day.  We cannot allow a child to borrow again until this has been paid back.  We would appreciate your cooperation in this matter.
 

Note: Cafeteria charges are discontinued during the 1st week in May.  This allows us time to close our books. You will receive notice when lunch charges are discontinued.  We strongly encourage payment by check and in units of 5, 10, or 20 days. We have had many incidents where children have lost cash).

INSURANCE

The Board of Education makes a student accident insurance policy available to all regularly enrolled students of the A.P.S. system. Forms are available at registration or can be picked up in the office.

LEAVING SCHOOL

Children will not be allowed to leave before the regular dismissal time unless a parent comes to the school for the child, clears the dismissal, and signs a form in the office.  Please do not go to the classroom for your child.  We will call the room for the child.

Please be prompt when picking up your child.  Children that are not picked up within a reasonable time will be required to wait in the office.

For students that ride busses, please notify the bus driver and send a note to your child's teacher each time you vary from the bus schedule by picking your child up at school.

RECESS

All children go out to play at recess.  If for any health reasons a child must remain inside, we must have a note each day to that effect.  In case of severe weather conditions, the school will use its discretion as to whether the children go out for recess.

Note: Chelwood receives harsher weather than most areas due to its proximity to the mountains.  Please over prepare your children when bad weather is predicted.  Children will go out unless there is snow or rain.

INCLEMENT WEATHER

During inclement weather, the children will not be allowed out for recess.  Nevertheless, they will be allowed out for short periods for a breath of fresh air and bathroom breaks.  Therefore, it's important that children come dressed adequately for this type of weather.

STUDENT DRESS

We will be following the Manzano Cluster Dress Code at the front of this handbook. Students are expected to come to school clean and appropriately dressed for schoolwork. Clothing which causes distractions or disturbances will not be allowed.  Hats are only to be worn when students are outdoors.  The school personnel will cooperate with parents to see that pupils comply with these rules.

TEACHER CONFERENCES

Should you feel the need for a conference with your child's teacher, we urge you to call the teacher for an appointment.  Please avoid unscheduled appointments during class time, as this would deprive students of valuable instructional time.

TELEPHONE USAGE

STUDENTS WILL NOT BE ALLOWED TO USE THE TELEPHONE IN THE OFFICE UNLESS IT IS AN EXTREME EMERGENCY and then only with permission from their teacher.  Please encourage your children to remember to bring homework, lunch, lunch money, permission slips, instruments, etc., as they will not be permitted to call home for these things.

MEDICATION

Parents of children needing medication are required to fill out a medication authorization form in the health office.  This must be done each year and must be signed by a physician or certified practitioner.  The school nurse, health assistant or trained personnel, gives medications.  ALL medication must be brought to the health office where it can be secured from other children and from being lost.  All medications must be brought in a labeled, recent prescription container.

PERSONAL BELONGINGS

Children are not allowed to bring personal belongings to school.  This includes, but is not limited to, toys, radios, sports equipment, and skateboards.  Things of this nature often present distractions in classrooms and disrupt the instructional program. Additionally, if personal belongings are lost, stolen, or damaged, children expect the staff to intervene in recovering lost items or to reprimand children who may have damaged their property.  This places undo and unnecessary demands on the Chelwood staff.  Your cooperation in keeping your children from bringing their personal belongings to school is greatly appreciated.

Teachers will notify you if your child may bring an item of special interest to school.

SPIRIT DAY

Fridays have been designated as Spirit Day at Chelwood.  On Spirit Day, the staff and children wear the school colors -- red and white.  Children are encouraged to wear their Chelwood sweatshirt and T-shirts on this day, if they have them.  Otherwise, wearing red and/or white clothing is appropriate.  Chelwood sweatshirt and T-shirts are available through the Chelwood Parent Faculty Organization.  (P.F.O.).  Watch for information regarding ordering during the year.

THE ABBREVIATED DAY SCHEDULE

In situations when weather conditions (particularly in winter) are such that it would be considered hazardous to open the schools at their regular time, the district may go on an abbreviated day schedule.  Local radio stations begin announcement of this schedule at 6:00 a.m.  When an abbreviated day schedule is called, Chelwood will follow this schedule:
 

Kindergarten - No morning kindergarten.  Afternoon kindergarten on their regular schedule.
 

Grades 1 - 5 - 10:30 A.M. to 2:35 P.M.

EMERGENCY PLAN

In the event that Chelwood has to close after the start of the instructional day due to hazardous weather conditions, A.P.S. will contact 77 KOB radio station and have it announced that Chelwood students should be picked up early.  All children waiting to be picked up will be kept in their classrooms.  Please go to the classroom to sign for your child.  On days that school is canceled, Campfire also cancels their program.
 

Nevertheless, regardless of announcements, any time you are uncomfortable with the weather, you are welcome to pick up your child early.

TRANSFERS

When transferring to another school, the teacher and the principal's office must be notified at least two days prior to your child's last day of school.  It takes that much time to prepare transfer papers.  We'd appreciate your cooperation.
