SCHOOL RESTRUCTURING COUNCIL BYLAWS

 

MISSION STATEMENT

 

The mission of the School Restructuring Council at Eisenhower Middle School is to promote instructional improvement through creative and diverse learning experiences.

GENERAL GUIDELINES

Each member represents a constituency at large. The members will serve asliaisons from their constituencies to the SRC. SRC reports will be made during faculty meetings and parent meetings. SRC members will be available for questions and concerns after the meetings or as needed.

DECISION-MAKING

SRC decisions are usually made by a collaborative process of making motions, seconding motions and conducting a voice vote. If a decision concerning an issue cannot be reached by the SRC, the principal retains the right to make the decision.

MEETINGS

1. Meetings must be open to the entire school community

2. Meeting time and agenda will be posted for school and community information on the SRC bulletin board in the faculty lounge and the main office bulletin board.

3. Regular meetings will be held on the second and fourth Wednesday of every month.

4. Regular meetings will be limited to one hour and fifteen minutes.

5. Emergency meetings will be scheduled as needed.

6. A quorum will be fifty percent plus one of the membership.

 

PROTOCOL FOR RECOGNIZING VISITORS

1. Visitors are welcome to comment at SRC meetings. There is a two-minute time limit per person per topic.

2. If a visitor is unable to comment or ask a question because of time constraints, he/she should write down the information and give it to an SRC member.

School Restructuring Council Bylaws

 

1. The agenda will be posted and distributed by the chairperson(s) no later than lunch on the day prior to the meeting.

2. At every meeting, the chairperson(s) will call for items to be placed on the next meeting's agenda.</p>

3. Agenda items must be submitted to the chairperson(s) no later than three work days prior to a meeting.

4. The agenda will be set no later than two days before the meeting.

5. Items that have not been addressed will be considered as agenda priorities for the next scheduled meeting.

ELECTION AND MEMBERSHIP CRITERIA

 

1. The composition of membership will be constructed according to district guidelines as outlined in the APS Negotiated Teacher Agreement.

School staff representatives

Students (as requested)

Parents

Business and community representatives

Albuquerque Teacher Federation representative or designee

2. Election of faculty representatives will be held in May of each year.

3. The election will be open to the entire faculty. Votes will be taken by secret ballots distributed to the faculty.

4. The Eisenhower Parent Teacher Organization will select parent representatives

NEW MEMBER ORIENTATION

 

A packet of information for new members will be assembled and distributed by the end of the school year. The packet will include:

1. Letter of welcome which will state meetings times and place.

2. A copy of the current SRC Resource Information pamphlet.

3. A copy of the SRC by-laws.

4. Copies of agendas and minutes from the previous month.

5. A roster of current SRC members.

 

TERM LENGTHS

1. Each term will be for two years plus transition time.

2. Transition time will end with the election of the new chairperson(s).

3. Consecutive terms are permitted.

4. SRC will reserve the right to offer one year positions in order to provide

for staggered terms.

ATTENDANCE

 

Representatives are expected to attend all SRC meetings.

LEAVE OF ABSENCE

If a person wants a temporary extended leave of absence for any professional or personal reason, he/she may secure a substitute for that time.

RESIGNATIONS AND REPLACEMENTS

1. Resignations will be submitted in writing to the current chairperson(s). Upon receipt of the letter, the position will be announced to the SRC, then to staff and the EPTO as appropriate. A special election will be held within two weeks of posting for any staff positions. The EPTO will follow procedures set forth in its bylaws.

2. The newly elected representative will complete the term of the resigning member.

LEADERSHIP/TERMS OF OFFICE

1. The chairperson(s) will be elected at the beginning of the school year for a term of one year.

2. The chairperson(s) will obtain agenda items, chair the meetings, communicate with the committee, act as general liaison with the community, and serve as contact person(s) for the committee.

3. A secretary will be responsible for the minutes of the meetings for a period of one month. The minutes should be routed to the committee members at least two days prior to the nextmeeting. Minutes will be approved at the following regular meeting.
