Albuquerque Public Schools

 

A Board of Education Meeting of the Board of Education of Albuquerque Public Schools was held Wednesday, September 4, 2013, beginning at 5:00 p.m., in the John Milne Community Board Room, Alice and Bruce King Educational Complex, 6400 Uptown Blvd. NE.

 

I.          Call to Order

The meeting was called to order at 5:03 p.m.

A.        Color Guard Presentation Provided by Valley High School Air Force JROTC

I.          Pledge of Allegiance / Moment of Silence

B.         Roll Call

Present: Dr. Analee Maestas, Kathy Korte, Lorenzo Garcia, Martin Esquivel, Steven Michael Quezada, Dr. Don Duran, and Dr. David Peercy

C.        Adoption of the September 4, 2013, Board of Education Meeting Agenda and Approval of the August 21, 2013, Minutes (Discussion/Action)

Due to the August 21, 2013, minutes unavailability for approval, President Esquivel requested a motion to delete that item before adopting the agenda.  Kathy motioned for adoption of the September 4, 2013, Board of Education meeting agenda. Dr. Duran seconded the motion. Board members approved the motion.

 

II.        Recognition of Students, Staff and Community

A.        Students of the Albuquerque High School Poetry Club were recognized for performing at the board meeting.

B.         Linda Keulen and Lefty Folkman of Roosevelt Middle School were recognized for organizing and implementing a successful summer reading program with the support of a New Mexico Library Foundation grant.

C.        Mickey Lozano and Robert Griego of the Albuquerque Public Schools Police Department were recognized for outstanding investigative work in apprehending criminals involved in multiple burglaries that targeted South Valley schools.

III.       Public Forum

Topics of public forum included concerns regarding community interaction and input in the development of the parent engagement policy and procedural directive and the importance of incorporating methods to measure progress of achieving goals and ensuring accountability.

 

IV.       Matters of Information

  1. A. Superintendent's Report

Superintendent Brooks reported on the following:

  • Excitement starting the new school year
  • SupportAPS.org, a matching donation program sponsored by Wells Fargo, which raised more than $21,000 last year for APS
  • A is for Art! Gala/fundraiser supporting students and the arts on Friday, September 20, at Hotel Albuquerque, featuring 200 pieces of art and live music performances
  • Gratitude for the successful grand opening of the Westside Community Stadium
  • Recognition of the Human Resources staff for ensuring teachers would be in every classroom for the beginning of the school year
  • Annual ACT scores report show that APS students are better prepared for college-level course work than that of the average student in New Mexico and more APS students took the ACT this year
  • APS students scored slightly lower in English and math and slightly higher in reading and science
  • U.S. Secretary of Education Arne Duncan upcomingvisit on September 9 to Emerson Elementary School on his Back to School Bus Tour

 

  1. B. Board Member Comments

Board members commented on the following

  • Gratitude and commendation for students performing poetry at the board meeting
  • Request for update on the cultural proficiency plan
  • Importance of collaboration of the community in building the parent engagement policy and procedural directive
  • Recommendation to use Preliminary Student Achievement Test (PSAT) to guide and encourage student to take dual language classes
  • Principal roles in teacher evaluation process
  • Support for discontinuance of the retiree insurance subsidy
  • Importance of art experiences to keep our students going to school
  • Gratitude for the JROTC program, which is another way to keep students engaged in school
  • Gratitude and respect of administration in answering questions
  • Importance of cultural proficiency and allowing students the opportunity to delve into the rich cultural heritage of New Mexico
  • Importance of teachers’ awareness and skills to reach students all the cultures
  • Native American Community Academy (NACA) grand opening and opportunity to witness the richness of community
  • Process of listening to the community and incorporating the pieces that will work
  • Emerson Elementary and Del Norte high schools’ significant reduction in days absent and truancy
  • Parents’ responsibility to get students to school and inspire learning
  • Procedural directive building process must include the community, but legal and fiscal matters must be considered as well
  • Parents requesting Standards Based Assessment (SBA) and end-of-course exam results to assist in planning next steps for students
  • Recommend using feedback collected from teachers about evaluations to inform legislators

 

  1. C. President's Report

President Esquivel commended everyone who had a role celebrating the opening of the Westside stadium and its potential to involve the community. He also encouraged continued community participation.

 

V.        Special Issues

A.        Consideration for Approval of Proposed Agreements for Career Enrichment Center (CEC) Practical Nursing Program (Discussion/Action)

Eddie Soto, associate superintendent for secondary education, requested that board members approve the agreements between APS and Bayada Home Health Care, Harmony Home Health Care, and Legacy Home Health Care to allow students of the CEC Practical Nursing Program opportunities to learn by working alongside professional caregivers in an environment of quality medical and nursing care for the academic term.

Lorenzo Garcia motioned for approval of the agreements. Kathy Korte seconded the motion. Board members unanimously approved the agreements between APS and Bayada Home Health Care, Harmony Home Health Care, and Legacy Home Health Care.

 

B.         Update on the Council of Great City Schools 2013 Conference (Discussion)

Superintendent Brooks and Board Services Office Executive Director Brenda Yager reviewed the progress of facilitating the Council of Great City Schools 2013 Conference, which will occur this fall in Albuquerque, October 29 through November 3.

 

 

VI.       Approval of Consent Calendar Items (Discussion/Action)

A.        Consideration for Approval of District and Community Relations Matters (Discussion/Action)

I.          Approval of Resolutions Submitted to the New Mexico School Boards Association (NMSBA) for Inclusion in the NMSBA's 2014 Legislative Platform

Kathy Korte motioned for approval of agenda item VI.A.I.  Dr. Peercy seconded the motion.  Board members unanimously approved the resolutions submitted to the New Mexico School Boards Association (NMSBA) for inclusion in the NMSBA's 2014 legislative platform.

VII.      Announcement of Upcoming Board Meetings

President Esquivel announced that the next Special Board of Education meeting will be held on Friday, September 13, 2013, at 7:30 a.m., in the DeLayo Martin Community Room and the next Board of Education meeting will be held on Wednesday, September 18, 2013, at 5:00 p.m., in the John Milne Community Board Room.
