Minutes of District and Community Relations Committee Meeting

Albuquerque Public Schools

 

A District and Community Relations Committee meeting of the Board of Education of Albuquerque Public Schools was held Tuesday, August 27, 2013, beginning at 5:00 p.m., in the DeLayo Martin Community Room, Alice and Bruce King Educational Complex, 6400 Uptown Blvd.NE.

 

I.      Call to Order

The meeting began at 5:00 p.m.

  1. A. Roll Call

Present: Dr. Analee Maestas, Lorenzo Garcia, Martin Esquivel, Steven Michael Quezada, Dr. Don Duran and Dr. David Peercy

Absent: Kathy Korte

  1. B. Adoption of the August 27, 2013, District and Community Relations Agenda and the Approval of the June 26, 2013, and July 23, 2013, District and Community Relations Minutes (Discussion/Action)

Steven Michael Quezada motioned to adopt the agenda and approve the minutes.  Lorenzo Garcia seconded the motion. Board members unanimously adopted the August 27, 2013, District and Community Relations agenda and the approved the June 26, 2013, and July 23, 2013, District and Community Relations minutes.

 

II.     Public Forum

Public forum participants discussed the community and family engagement procedural directive.

 

III.    Presentation from Community Partnership in Education (Discussion)

Members of the Partnership for Community Action presented suggestions for achieving APS district goal 3, action plans 2, 5, 10, 16, 11, and 12.

 

Issued discussed regarding this agenda item:

  • Family members shared their experience of interactions with APS schools.  Concerns were expressed due to the language barrier
  • Concern that students are not informed about communication deadlines and methods
  • Recommend mandatory meetings with the teachers to discuss issues with parents
  • Concern about the lack of a support network, specifically for behavioral and psychiatric students issues
  • Comparison to what other educational communities are doing to address these issues
  • Importance to express information to students and expect quality education experiences
  • Culturally-trained teachers needed to remove discriminating interactions
  • Board members expressed gratitude for parents sharing their stories of interactions with public schools and bringing awareness of specific issues
  • Importance of registering to vote and exercising the right to vote
  • Importance of reviewing action plans to make changes step-by-step and possible immediate changes
  • Importance of funding for education so that APS has the resources to pay for translators at the school level

 

IV.    Consideration for Approval of Resolutions Submitted to the New Mexico School Boards Association (NMSBA) for Inclusion in the NMSBA's 2014 Legislative Platform (Discussion/Action)

Carrie Robin Menapace, legislative liaison and policy analyst, presented the legislative resolutions for inclusion in the NMSBA's 2014 legislative platform and requested that board members approve the submission. The resolutions involved support for a moratorium on all unfunded mandates from the New Mexico Legislature and New Mexico Public Education Department (NMPED), amendments to the New Mexico State Equalization Guarantee requiring sufficient funding and the teacher and school leader evaluations.

Dr. Don Duran motioned for approval of the resolutions.  Lorenzo Garcia seconded the motion.  Board members unanimously approved the submission of the resolutions submitted to the New Mexico School Boards Association (NMSBA) for inclusion in the NMSBA's 2014 legislative platform.

 

V.     Teacher and School Leader Evaluations: Update on APS Implementation Plan (Discussion)

Carrie Robin Menapace, legislative liaison and policy analyst, explained that NMPED assigned the default teacher and school leader evaluation plan to APS.

 

Issued discussed regarding this agenda item:

    • Request for the list of districts on the default plan
    • Importance of awareness that the evaluation plan is the one assigned by NMPED
    • High level of frustration about the process of submitting the plan
    • Reviewed the history, process and upcoming deadlines
    • Concern about compliance with the October 15 deadline, especially with known NMPED vendor computer programming issues
    • Anxiety developing in educational professionals attempting to comply with completing the evaluations thoroughly and submitting information
    • Request that teachers identify areas to improve and communicate
    • Testing makeup and SBA makeup will limit time that principals will be in the classroom
    • Ramifications of teachers found ineffective and minimally ineffective
    • Concern that educational professionals’ report cards will be made public

 

VI.    Next District and Community Relations Committee Meeting

The next District and Community Relations Committee meeting will be held on Wednesday, September 25, 2013, at 5:00 p.m., at the Alice and Bruce King Educational Complex in the DeLayo Martin Community room.
