A meeting of the Board of Education of Albuquerque Public Schools was held
Wednesday. February 15, 20 I 2, beginning at 5:00 p.m., in the John Milne Community Board
Room, Alice and Bruce King Educational Complex, 6400 Uptown NE.
I. Call to Order
The meeting was called to order at 5:00 p.m.

Present: Analee Maestas, Kathy Korte, Lorenzo Garcia, Marty Esquivel, Paula Maes,

C. Adoption of the February 15, 20 I 2, Board of Education Meeting Agenda and
Approval of the February 1,2012, Board of Education Meeting Minutes (Discussion/Action)
Kathy Korte motioned for adoption of the agenda and approval of the minutes.
Analee Maestas seconded the motion. Board members unanimously adopted the February
J 5, 20 J 2, Board of Education meeting agenda and approved the February I, 20 J 2, Board of
Education meeting minutes.
II. Recognition of Students, Staff and Community
A. Celebrating Student, Staff and School Success
Taylor Middle School guitar students Joseph Ortiz, principal guitarist; Shea
Brown, Olivea Dawkins, Amanda Gallegos, Annalicia Kubojiri-Garcia, Giacomo Musante, Sean

Torres performed at the board meeting and were recognized by board members for their
musicianship.

III. Public Forum
Topics of public forum included concern for maintenance at schools, concern for use
of IParent support for preparatory schools, support ebook format for text books, concern for
security efforts at school dances, support moving school start hours later to improve student
performance, support for Cibola High School cheer coach, support for Eldorado High School
cheer coach, concern for public safety at East San Jose Elementary School, support for revision
of personnel policy to consider different types of circumstances, request to view zero-tolerance
policy, support for rescinding the APS board member redistricting map vote and support for
the West side board member districts' east border as the Rio Grande, concern that board
members did not respect community members in choosing the APS redistricting plan, and
collaboration of board members and community in the parent involvement policy.
IV. Matters of Information
A. Superintendent's Report
Linda Sink reported on the Common Core Summit upcoming in March on
behalf of Superintendent Brooks, who was attending the Educational Research and
Development Institute.
B. Board Member Comments
Board members commented on the following:
• Support for Math Counts events in the district
• Support for participants of public forum
• Redistricting requirements
• Parent involvement presentation at the recent ABC Partnership meeting
• Gratitude for Carrie Robin Menapace, Joseph Escobedo and Brenda Yager for their
dedication to the issues
• Congratulations to Alamosa Elementary School for quality dual-language education
supporting English Language Learners (ELL)
• Invitation to community and board members to learn more about the ABC Community
Partnership
• Request to review the districting maps to consider other possibilities
• Request for breakdown of legislator votes on issues during the 20 I 2 Legislative Session
• Concern that legislators and state government officials do not respond to
correspondence from constituents
• Appreciation for community feedback about redistricting
• Support for the ABC Community Partnership collaborative effort toward community
schools
• Support for Common Core curriculum
• Request thorough discussion, time to reflect and then decide on redistricting
• Concern for NMPED efforts during legislative session
• Support for parent engagement issues to be reviewed at an upcoming committee
meeting
C. President's Report
President Maes expressed condolences to Mr. Esquivel for the loss of his family
member. Ms. Maes said she also supports reconsideration of the redistricting maps and
requested that a Special Board of Education meeting be scheduled for this purpose.
V. Special Issues
A. Legislative Update (Discussion)
Carrie Robin Menapace, legislative liaison and policy analyst reviewed the 20 I 2
Legislative Session, specifically legislation tracked due to potential impact on the district.
B. Consideration for Approval of the 20 I 2-13 Alternative Calendar
( Discussion/Action)
Andi Trybus, assistant superintendent of Human Resources, requested board
members consider approval of the Alternative Calendar for 2012-13 for the following APS
elementary schools:
• Mary Ann Binford
• Susie Rayos Marmon
• Cochiti
• Onate
• Mark Twain
• Navajo
• Duranes
• Eugene Field
Lorenzo Garcia motioned for approval of the 20 12-13 Alternative Calendar.
David Peercy seconded the motion. Board members approved the 20 I 2-13 Alternative
Calendar with David Robbins opposing based on budget ramifications.
C. Middle School Online Pilot Program (Discussion)
Eddie Sota, associate superintendent for secondary education, explained the on-line
course pilot at three APS middle schools, Eisenhower, Madison and Taft as a feasibility study to
expand on-line learning opportunities for middle school students to receive high school
credits prior to entering high school in New Mexico history and health. This will allow these
students to take more electives to enrich their high school experience.
Board members discussed the following regarding this agenda item:
• What is the cost of the program and what is the source of the funding?
• Are other programs losing funding to create funding for this program?
• Request for more information about how the program works
• Request confirmation that middle school teachers are certified and qualified in high
school content area
• Support for creating options for students in high school
• How many students are participating?

David Peercy motioned for approval of the consent calendar items. Kathy Korte
seconded the motion. Board members unanimously approved the consent calendar items VI.
