A meeting of the Board of Education of Albuquerque Public Schools was held
Wednesday, January 18, 2012, beginning at 5:00 p.m. in the John Milne
Community Board Room, Alice and Bruce King Educational Complex, 6400
Uptown NE.
I. Call to Order
The meeting was called to order at 5:03 p.m.
A. Pledge of Allegiance/Moment of Silence
Albuquerque High School Army JROTC provided a color guard
presentation and recognition was expressed for contributions of community
members John Mondragon and Lisa Breeden to public education.
B. Roll Call

Paula Maes asked for a motion to adopt the agenda with a change
of order for agenda item V. C. to be reviewed before V. A. Lorenzo Garcia
motioned for adoption of the agenda with the change requested and approval of
the minutes. Kathy Korte seconded the motion. Board members unanimously
adopted the January 18, 2012, Board of Education meeting agenda and
approved the December 7, 2011, Board of Education meeting minutes and the
December 16, 2011, December 22, 2011, January 6, 2012, and January 13,
2012, Special Board meeting minutes.
II. Recognition of Students, Staff and Community

The topics of public forum included support for the parent/family
engagement policy and concern for setting dates of graduation.
IV. Matters of Information
A. Superintendent's Report
Superintendent Brooks reported on the following:
• Support for the Association of Latino Administrators and Superintendents
Academy to address educational issues critical to the Latino community
• Support for business officials engaged in public education and recognition
of APS for bringing the Council of Great City Schools national conference
to Albuquerque in 2013
• Support for House Speaker Ben Lujan
• Support for Carrie Robin Menapace's evaluation of legislation with the
help of the expertise of leadership members
• Introduction of Lynn Harris the new chief information officer and director
of business systems for APS
B. Board Member Comments
Board members reported on the following:
• Pride in Del Norte High School's Achievement
• Regarding the family engagement policy, request for mapping of current
procedures and policy needs to be reviewed for legal concerns as
requested of Diego Gallegos before this policy will move forward
• Support for goals to include improving family engagement and school
environment
• Support for following protocol before moving forward on policies
• Recommendation for reporting for project closeouts to inform the
community
• Appreciation for parent and community engagement advocacy
• Concern for achievement for students of color
• Parent engagement cannot be legislated
• Recommendation that parent engagement policy considers many different
ways of being engaged
• Support for working on parent engagement policy

• Support for students fundraising for PTA Clothing Bank to help other
students
• Support for highlighting students and their amazing work
• Support for advocacy parallel interests to forge together to make stronger
effort and successful educational community
C. President's Report
President Maes reported on the following:
• Important to support parent engagement and building mentorship for
students
• Support for district swim teams

A. Albuquerque Public Schools District Goal Plan Update
(Discussion)
Superintendent Brooks explained the process of collecting and
reviewing data at the recent leadership retreat to create goal language and
assign goal champions and team members. Goals and action steps will be
presented to board members at an upcoming meeting, currently scheduled for
February 24.
Board members discussed the following issues regarding this
agenda item:
• Request that goals need to be measurable, quantifiable and part of the
development of the action plan
• Request that past goal achievement efforts be evaluated for what worked
and what didn't
• How will the goal plan impact future years of tracking and reporting
results
• What are the questions we have to ask to achieve the goals
• What are the specific measurable targets
• Recommendation to consider family engagement in goals only after
concerns with policy and procedural directives have been addressed
• Request clear baseline information of where we are, so we know where
we are going
• Recommendation to address financial stewardship by including
independent verification
B. Legislative Update (Discussion)
Joseph Escobedo, chief of staff, reviewed the 2012 Legislative
SeSSion, specifically legislation tracked due to potential impact on the district.
He stressed the importance of administration being responsive to legislators in
providing information about all topics that affect the district.
C. Presentation on Albuquerque Public Schools Common Core
State Standards: Turning Dreams into Reality for All Students
(Discussion)

Linda Sink, chief academic officer, presented the APS academic
focus on Common Core State Standards, which has been piloted at select
schools in the district and is now ready to be implemented district-wide
with the purpose and intent of ensuring high academic standards and
equal learning opportunity for all students.
Board members discussed the following issues regarding this
agenda item:
• Request information regarding how the common core standards will
reduce the achievement gap
• What strategies are specifically designed to impact English Language
Learners (ELL) and Special Education students?
What is the ratio of ELL students compared to non-ELL students?
• Concern that learning is critical in the early years
• What are the answers to the last critical questions?
• What is the New Mexico Public Education Department and New Mexico
Higher Education Department doing to prepare students?
• Recommendation that teachers in college now and those hired soon are
taught common core strategies
• How will dual language curriculum be incorporated in common core
standards?
• What are the efforts being made with the unions and professional
development?
• Concern about teacher evaluation legislation in coordination with
implementation of common core standards
• Interest in receiving answers to questions posed in the presentation
• Importance of communicating consistent information in a practical and
understandable manner to bridge audiences
• Importance of reinforcing the joy of learning

Kathy Korte motioned for approval of the consent calendar items. David
Peercy seconded the motion. Board members unanimously approved the capital
outlay, property and technology matters and finance matters on the consent
calendar.

President Maes announced that the next Special Board meeting will be
held on Monday, January 23, 2012, at 5:00 p.m., in the DeLayo Martin
Community room, with a request for public forum at this meeting. She also
reminded board members about the redistricting resources for the Special Board
meeting and to submit questions, concerns and any maps that they want
brought forward to Brenda Yager by noon on Friday. President Maes also
announced that the next Board of Education meeting will be held on
Wednesday, February 1, 2012, at 5:00 p.m., in the John Milne Community
Board room.
